Incident Description

Description of problem or inquiry

Elderly voter filed initial ballot having made X marks in circles instead of filling in, and machine rejected ballot. Poll worker gave him a second ballot, which he filled in correctly, but the machine rejected again with an "over voted" error message. Voter did not approach poll worker again.
